If you received a response like that on a ticket, it means you submitted a forgot login ticket and not a recovery appeal recovery appeals are a separate system than our ticketing system and if you already know the login username, then that would be where you need to go to recover the account. If you can remember the username you could get into the account by submitting an appeal, without it their isn't much you can do. if you do remember it though submit an appeal and provide all the creation information you can remember jagex will help you get it back.
